Okinawa Marine Safety Guide

Everything you need to know for a safe and unforgettable ocean experience

Okinawa Police Registration System

In Okinawa Prefecture, all marine leisure operators are required to register with the Okinawa Prefectural Public Safety Commission. Under the "Okinawa Water Safety Ordinance," businesses offering marine activities such as diving, snorkeling, and banana boat rides must file reports covering their safety management systems and instructor qualifications. Choosing a registered operator is the first step toward a safe marine experience.

Maruyu Certification

"Maruyu" (◯優, meaning "excellent") is a certification granted by the Okinawa Prefectural Public Safety Commission to marine leisure operators that demonstrate outstanding safety practices. Only operators meeting strict criteria — including documented safety management protocols, qualified instructors, proper equipment maintenance, and insurance coverage — receive this designation. Maruyu-certified operators undergo regular compliance checks, making the certification a reliable indicator of safety standards. On OnlineOkinawa, we clearly indicate whether each listed shop holds Maruyu certification.

Diving Safety Checklist

  • Bring a valid C-card (certification) — not needed for introductory dives
  • Avoid excessive alcohol consumption the night before diving
  • Do not fly within 18 hours after diving
  • Practice ear equalization techniques before the dive
  • Disclose any medical conditions (heart disease, asthma, epilepsy, etc.)
  • Follow the buddy system — never dive alone
  • Pay close attention to the pre-dive briefing
  • Perform thorough equipment checks (BCD, regulator, pressure gauge)

  • Cancel without hesitation if you feel unwell

Dive Insurance

We strongly recommend purchasing dive insurance before your Okinawa diving trip. Standard travel insurance policies often do not cover diving-related incidents, particularly decompression sickness (DCS) treatment. DAN Japan (Divers Alert Network) offers dive insurance covering DCS treatment, emergency evacuation, and hyperbaric chamber costs, starting from approximately 4,000 yen (about $27 USD) per year. Many dive shops also offer single-day leisure insurance for 500-1,000 yen ($3-7 USD). For introductory (discovery) dives, the shop's facility liability insurance typically provides coverage, but it's always best to confirm beforehand.

Frequently Asked Questions

Can I snorkel even if I can't swim?
Yes! Life jackets are provided and required, so you will float regardless of swimming ability. Guides provide full support throughout the experience. However, if you have an extreme fear of water, please consult with the shop in advance.
What is the minimum age for children?
Snorkeling is generally available from age 6, and introductory diving from age 10. Age requirements vary by operator, so please confirm when booking. Some shops offer shallow-water programs specifically designed for younger children.
Can I dive if I have a medical condition?
Participants with conditions such as heart disease, asthma, epilepsy, or diabetes require a doctor's clearance certificate. If you check any items on the medical questionnaire, you cannot participate without medical approval. Please be honest in your disclosure — it's for your own safety.
Are there cancellation fees for typhoons?
Most operators do not charge cancellation fees when tours are cancelled due to typhoons or severe weather. However, this is distinct from customer-initiated cancellations, so please review each operator's cancellation policy in advance.
Can I use sunscreen?
To protect coral reefs, we ask that you use reef-safe sunscreen free of oxybenzone and octinoxate. Wearing a rash guard is also an effective and eco-friendly way to protect yourself from UV rays.
